FAQ's
Frequently Asked Questions and Answers

(partial, draft 7/30/11)

1. What is 600, or 600 Million?

-600 and 600 Million are nicknames for "600 Million Stray Dogs Need You".
-600 Million is a recently founded, IRS registered non-profit organization.

-600 was started by Alex Pacheco, who co-founded PETA in 1980.
-Alex served as the Chairman of PETA for 20 years before leaving.
-600 Million is based in Florida, is generally all volunteer, and in need your help!
-Only some of the scientists are paid.
-About 600 million stray dogs suffer daily around the world, which is where the name is from.
-Many stray dogs are inhumanely killed in many countries, by various methods including:

   ELECTROCUTION

   HANGING

   SHOOTING

   SLITTING THEIR THROATS

   BEATING THEM TO DEATH

DROWNING ... the list goes on.

-Photographs and videos of stray dogs being killed in these ways, are viewable on this site.

-In about 60 countries, there are almost no laws against cruelty to animals.

2. Where can I get these birth control pills, formulas or products?

-The ones we are working on, are not available yet.
-We expect to have the first formula within 10 to 18 months of securing funding.
-Donations to 600 are needed - we receive no funds from the government nor from drug companies.
-More than one formula is being worked on.
-There are more than 100 birth control drugs and formulas, already known to exist.
-Of the formulas already available, none can effectively solve the stray dog overpopulation problem.
-We are working on the first of several formulas
for the purpose of reducing human and animal suffering.

3. How will the formulas be administered?

-Each country will be different because each country has it's own regulations.
-In the U.S. the FDA and the EPA will likely decide how these formulas will be administered.
-In the U.S. you will likely have to go to a veterinarian to get a prescription, for companion animals.
-In impoverished countries where the suffering is the greatest, it may or may not be available over the counter.

Distribution and application will vary country by country. Some countries may only allow veterinarians to administer the products, while others may allow municipal health departments or rabies control agencies to administer the products; some may allow registered non profit shelters to do so, and yet others may allow individuals to acquire the products directly.

Distribution and application will also be decided by how the products are categorized in each country.  For example, for use with feral dogs the products may be categorized as a pest control product, and come under that countries wildlife regulations - meaning wildlife managers and licensed pest control companies might distribute the products. When the formulas are for use with companion dogs, they may likely come under the regulations for domesticated animals, which often require that a licensed veterinarian be involved to varying degrees.

When it comes to which delivery methods will used for stray / feral dogs, this too will vary country by country, depending on the regulations of different agencies in each country, as well as other factors.  Generally speaking,  in many instances traditional, though modified, wildlife management baiting station practices (which are harmless) will likely be used to treat stray dogs - methods which do not require that the dogs be captured or handled.

In such situations the formula(s) will likely be pre-mixed into dog food or bait, and fed to the dogs at pre-established feeding stations which will likely be monitored and managed, often by authorized rabies control agency personnel or pre-approved animal control officers, and so on.  Even though large quantities of these products can often be eaten without negative side effects, a number of additional precautions can also be taken out of an abundance of caution, to further control how much product is consumed; feeding wild animals is nothing new. In general, stray dogs will only be fed these formulas once per year.

What follows is an abbreviated hypothetical example of a feeding station, using purely hypothetical names:  A licensed animal control officer for Baghdad, under the direction of the Director of the Baghdad Rabies Control Department, will set up a very simple feeding station at the largest land fill in Baghdad, where a large number of stray dogs can be found at almost any time.  Each day at noon, the animal control officer will count or estimate, the number of stray dogs which are within sight, and record the number. Based on that number, a specific number of dog bowls will be spread out in a manner to minimize the dogs interacting with one another and to minimize fighting-for-food amongst the dogs, and treated food (containing the formula) will be placed in the feeding bowls and the dogs will be allowed to eat. The idea is to try and have as many of the dogs that live at that particular land fill, eat the formula on a single day, once per year. This is expected to be enough to dramatically reduce their population, if repeated each year.

Any uneaten formula / food can be collected so that it is not left behind.

Please note that any of the particulars in the above hypothetical situation may be changed at any time by government officials who have jurisdiction.

In many cases, local government agencies or their regional or national federal agencies, will often determine how the formulas are administered in their respective area.  For example, on American Indian Reservations in the U.S., which are sovereign lands, Indian Tribal Council leaders may likely make such decisions, instead of the normal U.S. federal agencies.

4.  Are these formulas intended for use with street dogs or shelter dogs?

In short: stray dogs ... and after dogs, then we will work on formulas for feral cats.  There are multiple formulas, each different from the other, and there are multiple populations of target animals.  We are focused primarily on formulas that we can address our first target - uncaptured stray or feral dogs who run loose and reproduce, and who have little to any likelihood of ever being captured or surgically sterilized. These are the dogs likely to die on the street either from poisoning or by other inhumane means; dogs living in the alleys and garbage dumps of impoverished countries.   A priority is to have these painless formulas, replace poison - as a means of stray dog population-control in much of the world.

As soon as we have a good handle on the dog formulas, we intend to move immediately onto formulas for feral cats, and after feral cats, we will begin work on other species of animals in need of humane population control, such as wild deer, wild horses, and so on.

5
. Where will you use the formulas?

These will first be used in the poorest countries where the animal suffering is the greatest.

6.
Are these formulas safe?

-Yes, when used as intended.
-We are working on different formulas, which thus far are all safe when used as intended.
-We do not spend time on formulas that we consider to not be safe!
-These formulas, generally, do not use "brand new" active ingredients.
-There already exists a great deal of data on many of the key ingredients, such as zinc.
-In most instances, there are already decades of data available on the key ingredients (such as zinc).

-One reason these formulas are safe when used as intended, is that they are intended to be consumed only once in a lifetime. Contrast this against traditional, typical human birth control pills, which while some are longer lasting, some of the most common formulas are intended to be consumed approximately 12,000 times in 40 years. Often, formulas which are intended to be taken frequently, tend to have more side effects.

-In general the sterilization formulas are intended to be consumed only once, yet they can be consumed numerous times without negative side effects.

7. Won't these have to be approved?

-The answer depends on the country - but it general, yes, and each country can be very different.
-In the U.S., depending on the use of the formulas, the FDA and or the EPA will have to approve them.
-Generally, other countries will have their own and different agencies approve them, to varying degrees.

8. Won't animal tests have to be done?

     T
o be clear, we will not harm any animals, period.
In our work, no animals are harmed, no animals are injured, no animals are killed.

Harmless tests are done in which the animals eat the "pill", and are then spayed or neutered.

Some are under the general impression that "all products" have to be tested on animals.  This is simply not
     accurate.

While we do not do anything to harm animals, people sometimes confuse us with those who do perform harmful
tests on animals.  In either case, the extent of mandatory testing, if any, is often determined based on the answers
     to questions such as:

A) Which country is in control? ... India? Bangladesh? China?
B) What is the intended use of the formula(s) ... to control rabies in stray dogs? to treat "owned pets"?
C) What are the active ingredient(s) of the formula(s) ... are they already known to be safe? are they new?
D) What claims are made or not made on the label(s) of the product(s)?
E) Who will be authorized to distribute the formula(s)? Will the product be by prescription only, or over the counter?

After all of these questions have been answered, one will have a better ability to determine the answers regarding how much and what type of animal tests, if any, may or may not be required by each country.

For example, one formula has zinc as it's active ingredient, and in general, for this formula in particular, we do not expect to be asked to perform traditional "animal tests" in many countries, for a number of reasons - and even if we were required to do so, we would not, and we would just have to live with the situation or find an appropriate alternative.  A common reason why animal tests are not likely to be required by many countries: many agencies already recognize zinc as being harmless when used as intended.

In brief, the work we are doing is outside the U.S., due to the extremely high cost (in the tens of millions of dollars) to acquire federal regulatory approval to perform work in the U.S. and have the formulas approved in the U.S.

It appears that without tens of millions of dollars to spend solely on "the approval process", these formulas may never be allowed into the U.S., and millions of animals will continue to suffer and die in the U.S. - which is why we at 600, need your support.

The type of testing we perform is harmless, and there are a number of harmless options to select from.

One option, for example:

When a person adopts a dog that needs to be sterilized, once we obtain permission from the adopter, we can then feed that dog the formula, before the dog leaves the shelter ... then the adopter brings the dog back at a predetermined time, and the dog is then surgically sterilized, at which point the sperm of the males, or the ovaries of the females, can be examined to determine if they are sterile.  The dog goes back home within 24 hours of the spay/neuter surgery. Later, at predetermined times, the adopter brings the dog back in for routine health examinations so that we can monitor the well-being of the dog and continue to collect data.

Sadly, we can't complete all of the work that needs to be done, until we have enough funding through charitable donations to cover the costs of development, because we receive no government funding and on funding from any drug companies.

To be continued.

600 Million and Fix the Bitches Dream Big

August 12th, 2011

By Michele C. Hollow of Pet News and Views

Alex Pacheco, Maria Papazian, and Khiem Nguyen dream big—even when the odds seem stacked against their goals. When you talk to them about 600 Million and its campaign Fix the Bitches, you come away feeling optimistic.

Dreamers with a Plan
“Our plan is to permanently end the world stray dog and stray cat over population, and the suffering that comes with it by developing long lasting contraceptives for stray dogs and cats,” says Alex, who is the founder and executive director of 600 Million. (You probably recognize his name for being the co-founder of PETA.)

Sounds like a good dream? Well, after spending some time with this dynamic trio, I am starting to believe it. Mostly, because they have incredible resources and their strong belief that it is possible is contagious.

“We are using the latest scientific advancements and we want to inspire people to volunteer their resources to assist us in developing unique, long lasting, single dose birth control pills for animals,” says Alex. “We are starting with dogs and expanding to cats and other animals in need—such as deer, horses, and farm animals.”

600 Million
It is estimated that there are more than 600 million stray dogs living in deplorable conditions around the world. These stray dogs give birth to between one and three billion puppies each year. “As a result of these staggering numbers, stray dogs suffer terribly, and millions are brutally killed in the name of population control—especially in countries without animal cruelty laws,” says Alex. “And our mission is to use safe, affordable, and non violent methods of controlling animal populations.”

“For starters our scientists are creating more than one formula. This is not a super birth control pill where one size fits all. These multiple formulas will come in the form of food, treats, and injections. And there will be formulas for different species. Plus it will be long lasting. It must be in order for it to control the stray populations.”

600 Million has attracted celebrities like David Duchovny, Eric Roberts, and many others to spread the message to their fans. They have hired scientists to work outside the U.S., and according to Alex, “We expect to have our first formula within 10 to 18 months.”

Science Update, April 22, 2011

posted Apr 22, 2011 11:52 AM by Alex Pacheco   [ updated Apr 22, 2011 12:10 PM ]

Dear Team Member,

600's mission - to end the dog and cat overpopulation through science - has taken us into new territory for an animal protection organization.   We must work with veterinary pharmaceutical formulas and drugs which are heavily regulated in the U.S. The veterinary pharmaceutical industry is dominated by multi-billion dollar drug companies, and to succeed, 600 must take on the role normally taken on by a large drug company. This means paying for and ensuring that the many steps and processes which a veterinary drug has to go through, are gone through properly.

As usual we've been extremely busy in many important arenas, and everything 600 is doing for animals is made possible by your support – which I deeply appreciate – and I take seriously my obligation to keep you informed of our progress.

There have been many developments, and today I'd like to update you on exciting activity in our Science Department.

Science Department Update

We are pleased to have entered a new and exciting, strategic partnership with none other than the world famous veterinary non-profit organization, Planned Pethood International.

A key reason we've formed an alliance with Planned Pethood International, is to speed up the process of accomplishing our mission to introduce the world to long lasting scientific formulas that can end the world's stray dog and cat overpopulation, and end the horrible suffering that comes with it.

Planned Pethood International was founded by the world renowned veterinarian Jeffrey Young, D.V.M.  Not only is Dr. Young a world class veterinarian, he also has an incredible track record of helping many animals in many different ways.

As just one example, he has personally surgically sterilized perhaps more dogs and cats than any other person in the world.  At last count, he has personally performed approximately one-hundred-and-sixty-five-thousand-dog-and-cat-sterilization-surgeries.

Think of it: this means he has personally spayed and neutered more dogs and cats with his own two hands, than many entire organizations.  This alone, would place Dr. Young in the Humanitarian Hall of Fame, if there was one. And there should be.

Furthermore, Dr. Young has also developed from the ground up, veterinary training and animal treatment facilities in poverty stricken counties.  This feat alone, again puts him in the top 1% of the animal protection community. He's established these special veterinary care facilities in impoverished countries because they have a critical, humanitarian need for more, and better trained veterinarians.  Making sure this happens, is just one more aspect of what Dr. Young does.

In addition, he is an expert in efficiently and effectively coordinating the work of multiple scientists, veterinarians and experts, towards a single goal.  Why is this important?  Because our work at 600 requires a strong team approach. To accomplish the mission of 600, having this type of skill set in a Chief Scientific Director is extremely valuable.

Most importantly, with Dr. Young as our Chief Scientific Director, the scientists we're working with will be better able to fast-track the development of the formulas that will end the worldwide stray overpopulation problem, and save millions of lives.

We cannot thank Dr. Young enough.

600 is

PATENT FREE and PROFIT FREE

Because 600 is working with potentially patentable scientific formulas, some of which can be classified as veterinary pharmaceutical ingredients, there is an added layer of legal and regulatory paper work, especially in the United States, the most heavily regulated and bureaucratic country that we're working in. What effect does this have on 600? Sadly, it raises our costs.

We are also in "drug company" territory, and it's not news that some drug companies have been know, to put their desire for profits, above the safety of the public. As can be expected, some of the drug companies don't like us.  Why? One reason is because ... we will be making our formulas available to the world, for free.

Because of all of the legalities, patents, confidentiality agreements, licenses, sub-licenses, contracts, permits, etc., involved in the American veterinary drug industry, coupled with billion dollar drug companies who don't like us, we have to proceed with caution.

We don't want to make any miss-steps that might give our adversaries, something to use against us in any way.  For example, many of our written communications are reviewed by counsel before we send them out.  In the past 30 years of my doing "regular" animal protection work all across this country, I very rarely had to do this.

In addition, for the same bureaucratic type reasons, we have to control and limit what we disclose and when we disclose it.

So, please accept my apology for not disclosing more details in this update.

Suffice it to say there are people out there who would love to get their hands on the details of what we are developing – and then quietly patent it without our knowledge, and legally "lock it up" to prevent others from using it - and then use it for their personal profit.

That is the exact opposite of 600’s mission!

Our goal is clear:

To prevent the suffering and deaths

of vast numbers of innocent animals

and never allow a drug company's "craving for profit" to interfere.

When 600's scientists

develop, find, finalize or discover the final formulas,

we will make our formulas available to the entire world.

600 will publish these on the internet,

including the ingredients and details of how to make them,

for all the world to use.

This, is 600's policy of being Profit Free and Patent Free.

An interesting fact: In general, after someone like 600 makes their formulas publicly available to the world, those very formulas cannot be patented by anyone!

Rest assured, any and all scientific discoveries by 600 will be shared with the world for the benefit of all in need.

So please, join me in helping Dr. Young and his scientists, by providing them with the financial support they need to end the suffering of strays around the world.

This work is expensive, and it's normally done by drug companies.  Today, it's up to us to do it, because the drug companies are NOT doing it.

We need donations to cover the basics ~ such as special diagnostic equipment to do things such as analyze multiple compounds, as well as the slightest variations of a multitude of ingredients.

Picture in our mind: the different kinds of equipment you'd find in an Intensive Care room in a hospital, or in crime labs in TV shows like Law and Order or NCIS.

We need to use the best equipment we can get our hands on, to speed up the process as much as humanly possible, and to make sure that we get the right data, the correct data, the first time around.

And of course, rest assured that No Animal is harmed in any way, shape or form.

In fact, just the opposite is true!

It's the lucky animals, who become part of our program.

For example, the animals in our program:

1) Are strays, fortunate enough to be rescued from the streets, and

2) Get lifetime medical care, and live in pre-approved adopted homes for life!

They become the "children" of 600 and 600 will always take care of them.

Equipment

As for the equipment we need, unfortunately it's like today's hospital equipment: high tech and expensive.

For example, we need a special centrifuge with special rotors (over $90,000), a special refrigerated centrifuge (over $4,000), a special freezer (over $17,000), a special tissue incubator (over $6,000) ~ not to mention an estimated $28,000 for a one year supply of a long list of high grade special ingredients (enzymes, buffers, peptides, and so on).

Sadly, we can't get these things off the shelf in our local hardware store.

Of course we're  doing everything we can to cut these costs ... we are begging, borrowing, substituting and renting as much as possible ~  if you know anyone who has access to this type of equipment, please let us know.

The real life differences between the make-believe Law and Order facilities and ours is:

Instead of "searching for facts to solve the crime", we are ...

"searching for facts to solve the animal overpopulation".

So please, join us in welcoming Dr. Young and Planned Pethood International. The best way each of us can welcome them, is by making as generous a donation as you can, so that we can get our hands on the equipment and supplies that we need.

What stands in between
the suffering of a billion stray puppies a year,
and ending that suffering,
is the right scientific formula ....

What that stands in between us,
and finding the right scientific formula,
is adequate funding.

Simply put, the more you can contribute,
the faster we'll finish the development of these formulas,
which means the sooner we can end the suffering of the strays.

Please, make your donation today, and share this letter with your friends.

I cannot thank you enough, for your generosity.

Most Sincerely,

Alex Pacheco

New York, NY -- Last month's news that 42,000 stray dogs were shot to death in Baghdad, Iraq,

and that there are over one million more strays to go, rekindled interest in the charity called 600 Million Stray

Dogs Need You, which is spearheading the development of scientific formulas that can be fed to strays,

delivering long lasting birth control to the treated animals, designed to end the stray dog over population.

Finally a light at the end of the tunnel for the world's 600 million stray dogs, who give birth to an

estimated one billion
homeless puppies.  Scientific formulas exist that can sterilize animals for years at a time.

"Different formulas are capable of ending the annul destruction of millions of stray dogs every year,

by ending the over population problem - without surgery and without killing", according to veterinarian

Dr. Jeffrey Young, founder of the non profit organization Planned Pethood International.
